In this scene of Eye in the Sky, 2nd Lieutenant Steve Watts (played by Aaron Paul) and the military lawyer push back against Colonel Katherine Powell (played by Helen Mirren) voice their disapproval of firing at the target due to the obvious consequences even though they rank far below her. Their responsibility and morality is an example of internetwork policing. It is important for participants within the network to question participants like Powell even though it counters the chain of command. In a successful network all participants feel comfortable questioning the morality or motives to maintain the network's integrity. Failure occurs when participants in the network are unable to voice their concerns. In Eye in the Sky, the network does eventually fail in this regard because the safety report is tampered to get a favorable result and the girl in the scene does end up dying. Some may argue that the mission was a success because the targets were killed but it is clear at the end of the movie that no one feels like a winner.
