Torpedo

A torpedo is a small dynamite charge that's wrapped in paper (usually red), with lead straps to hold it on a rail.  In this particular case, the lead was removed from the actual torpedo and used to weight paperwork in the shape of a cone that was tossed to the station agent at the depot.  These hand made "torpedoes" were used so that the train would not have to slow down to drop off paperwork.
