The Issues:

This decade we are seeing the most instances of immigration since World War II.  People seeking refuge are in the midst of an educational and humanitarian crisis. Their numbers are overwhelming their nearest potential host countries. Educating the children is of great concern to all and may be one of the most difficult tasks to succeed in.
