However, the Japanese government’s policies relating to churches and religious groups served to indirectly facilitate Aum’s original strength and growth. Protections provided by the government for organizations of a religious nature, and Aum’s “...veil of presumed innocence...” allowed their activities to escape scrutiny, and permitted them to function without state intervention.[1]
