It was designed with the intention of training the growing interest of priests, replacing the small program offered in the University of Ottawa after it became independent from any outside religious organization. The chapel became the most important part of the building, providing seminarians and priests a place of worship within the university. The colours and biblical references were showcased in the Renaissance Style to represent Saint Paul’s significance in religious context. A global decrease in seminarians in the 1900s shifted values from religion, where new students had different principles than the generation before them. Saint Paul University accepted students of new religions, adapting to the growing population in Ottawa, which simultaneously decreased its original value as a religious facility, losing its principles with interior aspects of religious value.
