1990: The Crime of Pain

1990: Drug use accounts for 34.2% of new admissions to California Department of Corrections although drug use peaked in 1978.*  (From Golden Gulag, click 'Remove this header' to see the citation.)

Actions for Self-Determination:

  • 1996: Gary Webb publishes "Dark Alliance", a series of investigative articles detailing the CIA involvement in the explosion of cocaine and crack in the United States.
  • 2011: The Global Commission on Drug Policy concludes that the War on Drugs has failed and governments should consider legalization of substances. 

Discussion Questions:
  • Reflect on addiction in your own community. What types of things are people addicted to besides drugs? How does society respond to these addictions?
  • Do you see drugs as a problem in your community? What do you see as the root cause of drug problems?
  • Compare the three graphs above. What are people being arrested for? Who is being arrested? Do you think there has been a similar spike in the increase of drug use?
  • In relation to drugs, do you feel that society is safe? Compared to 10 years ago?
