An alumnus of SLI, he obtained his Bachelor's degree in History; his Master's was awarded at Louisiana State University. He was 34 years old when he obtained the title of president. At this time, there were over 2,000 students enrolled in the institution. Dr. Frazar received his PhD two years after resigning as president of SLI in 1940. He would go on to serve as president of McNeese State College (now McNeese State University) from 1944-1955.
