This dream is a wish-fulfillment of Smithers repressed desire for a romantic relationship with Mr. Burns.  The dark, gothic setting distorts this desire by placing it in a different world--one where this wish is more acceptable.  Burns is flying, a symbol that he is free from societal restraints.  Furthermore, the sensation of flying can be equated with a kind of physical ecstasy, and might be symbolic of sexual pleasure.
