For each user who opts in the system, they will get an initial score based on their location, travel history, medical records and other information they input.
Althought it's an opt-in system and voluntary process, business and public health services can legally reject people who do not show their health credit or have a poor health credit amid this global health crisis. People are encouraged to scan each other's health QR code to record and keep track of their interactions. The government warned that "we all are responsible for each other."
80-100 (Green): The person has minimum to low risk of COVID-19 exposure. No additional health measure is required.
50-79 (Yellow): The person have middle to high level risk of COVID-19 exposure because of, but not limited to, following reasons: the person had respiratory symptoms in the past 14 days, had more than one COVID-19 cases in their housing location and/or the person traveled from a high risk area or country in the past 14 days. The person is expected to self-isolate for seven days. Business or public facilities can refuse service to people with yellow-level health credits or ask them to do temperature check, swab test or other health measures before offering service.
1-49 (Red): The person have high risk of COVID-19 exposure or tested positive for COVID-19 because of, but not limited to, following reasons: the person tested positive for COVID-19 and/or had close contact with someone infected with COVID-19. People with red-level health credits are required to remain in mandatory 14-day self-quarantinee. Business or public facilities should outrightly reject service to people with red health risk.
