The Roman Tribunes were powerful figures during the time of the Roman Republic; aristocrats by birth, they represented the plebeians (non-aristocratic citizens) able to call the Senate and propose legislation. Notably, they could also veto the actions of certain powerful government officials; that power is the likely origin for the comparison made here in the text, as it was a dramatic counterweight to otherwise centralized power.
