By the early eighteenth century, ships were rated from first to sixth rate; first through fourth rate served as "ships of the line" with smaller ships such as fifth-rate frigates then used to raid/disrupt/pursue enemy vessels, due to their speed and maneuverability. Note that this type of ship was able to include cannons on its smaller, upper-deck which would allow the ports to be opened even in the event of heavy seas.
