Major General Eli K. Cole

Major General Eli K. Cole was a prominent figure in the early development of the Advanced Base Force. He lectured on the concept at the Marine Barracks in Philadelphia.
As a Lieutenant Colonel, Cole was instrumental in developing the memorandum submitted by Marine Commandant Major General George F. Elliott to President Theodore Roosevelt, which was incorporated into Executive Order 969 on 12 November 1908, titled, “Defining the Duties of The United States Marines.” He later wrote an article titled, “The Necessity to the Naval Service of an Adequate Marine Corps,” which was published in the September 1914 issue of the U.S. Naval Institute Journal Proceedings.

During his career, he commanded expeditionary forces twice in Panama and in Haiti where he commanded the 1st Provisional Brigade. He was awarded the Navy Cross for service in Haiti.  He also served with the American Expeditionary Force in France during World War I and later commanded the 41st Infantry Division (United States Army). This experience in expeditionary warfare gave Cole direct knowledge from which to incorporate into his academic lectures and articles he wrote on the Advanced Base Force. He later became the Assistant Commandant of the Marine Corps and retired as a Major General.
