  The relationship between different countries depends mainly on whether they agree on recognizing sovereignty. The ultimate reason is the one-China policy of PRC that decides the impossibility to build up a diplomatic relationship with countries that do not agree with the one-China policy. In the article A One China Policy Primer, the author clearly explains the definition of PRC's one-China policy. According to Bush, it means the principle of only one China in the world and the subordinate relationship of Taiwan to PRC (Bush, 2017, p.3). The policy gives a straightforward message that China has only one exclusive sovereign named PRC rather than two, and Taiwan belongs to PRC. PRC has determinedly adopted the policy of one country, two systems, to be the basic rule in dealing with international affairs. 

  To ensure this effectiveness of the one-China policy and to hold a firm stance in securing the sovereignty, PRC has no alternative but to let countries choose between PRC and Taiwan for diplomatic relations. This indicates that any country that admits Taiwan as a country independently and establishes diplomatic ties with Taiwan is regarded as a violation of PRC's one-China policy. Such violations kick them out of the opportunity to have diplomatic relations with PRC. With the increasingly stronger status of PRC, many international organizations and countries have accepted the one-China policy in PRC, at least in public. Even in the United Nations, with the joining of the PRC who insists on one-China policy, Taiwan is asked to withdraw from the members of the United Nations compulsorily. This sets up an example for the world about application and commitment for one-China policy even though there is still a minor dispute about whether PRC or Taiwan should be the owner of the one-China policy in a few countries. Under such background and diplomatic history, every country has to choose between PRC and Taiwan to establish diplomatic relations. 
  
  The one-China policy gives the same rule for Haiti, which has to choose between Taiwan and PRC. Haiti chooses Taiwan. When researching the embassy in Haiti, it is discovered that Haiti and Taiwan have established mutual embassies in Taipei and Port-au-Prince. Haiti has established diplomatic relations with Taiwan and signed a friendly diplomatic treaty. Haiti's recognition of Taiwan as the sole sovereign in China and as a country, touching the bottom line of PRC and constituting the strained relationship between Haiti and PRC and PRC will not establish relations with Haiti before Haiti gives up the diplomatic relations with Taiwan. The interview of the China Trade Development Office representative in Haiti Wang Xiangyang, when interviewed by the newspaper in Haiti, can evidence the PRC's attitude in dealing with the relationship between Haiti and PRC. In Le Nouvelliste's interview, Wang Xiangyang stated as long as the Haitian government adheres to the one-China policy in China, the PRC government is willing to cultivate a normal country relationship with Haiti and strengthen it in fields like politics, economy, trade, cooperation in the field of health, education (Le Nouvelliste, 2019). Mr. Wang also said Haiti was in urgent need of development. The collaboration between the two countries in various fields was severely restricted by the lack of diplomatic ties between the PRC. This interview was reproduced on the official website of the Haiti Trade Development Office, which further proved the stance PRC takes and the problem of Taiwan is the most significant hindrance of PRC and Haiti relationship.
