The howling wind is Elsa’s cry for help to avenge the fear of her powers. Particularly, in referencing “this swirling storm inside,” Elsa reveals the battle within herself and her feelings of being trapped. The “swirling” of the storm shows how these ideas of expressing her true self are constantly being thought about when she wears the gloves, and the idea of the “storm” is that these ideas are growing even stronger.
