The French legislation focuses explicitly on the retail stage. As we can see this fails to account for the six other stages that food waste occurs at.
This next graphic illustrates the disproportionate levels of food waste that occur between pre-consumption and consumption. The purpose of this graphic is to highlight how the action, in this case the legislation passed, does not add up to the problem, which is food waste. This graphic effectively illustrates that the majority of food waste is taking place during the pre-consumption stages in all locations. Ergo, by interpreting it we can decipher that if we want to address food waste properly we must consider legislation or management strategies that incorporates pre-consumption food losses (Liboiron, 2014). This is something that the Gars'pilleurs make explicit reference too, perhaps rightfully so.
