12023-07-21T11:46:10-07:00Crow Coal Authority4plain2023-08-29T11:01:32-07:00Formed during a contentious tribal council meeting and against the wishes of Chairman Stands Over Bull, the Crow Coal Authority had the power to oversee all mineral development on the reservation. The CCA could negotiate with mineral companies, enter into contracts, and oversee the projects, including negotiation of ceded strip contracts. Crucially, the CCA would have to have tribal council approval of all contracts and finalized negotiations.
The CCA essentially bypassed the chairman's office and over the next several years, various chairmen and other tribal leaders tried to dissolve the Authority. The tribal council dissolved the CCA in 1980, following tumultuous negotiations with Shell and Westmoreland and tense tribal politics.
