Crow Coal History: Draft 12/24

2001 Constitution

Drafted under the Clifford Bird In Ground administration, the 2001 constitution was passed with a voice vote. The new constitution abolished the tribal council and established a three-branch system of government (executive, legislative, judicial.) Put forward as reform against perceived overreach from past tribal Chairmen and to promote a more "business-like" government, the new constitution did have its detractors, who claimed that the new system silenced tribal members.
