Policy Decisions
- Add known Aum Shinrikyo members to FAA "no fly list" in order to limit their ability to directly do business and acquire technology within the US.
- Instruct law enforcement and intelligence agencies to track international purchases and travel of known Aum members and their affiliates to provide a better model Aum's intentions and short-term goals.
- Confiscate assets of Aum-owned businesses within the US.
- Freeze bank accounts of Aum members as well as Aum owned assets.
- Forge international cooperation to implement sanctions against the group and its members to expedite the process of seizing the cult's property and assets.
- Fund and create a inter-agency law enforcement task force to assist the Japanese National Police investigation.
- Organize clandestine operations to raid known Aum (now Aleph) facilities within Japan and domestically in attempt to cripple or hinder further attacks. This heavy handed response may not be advised. While it will show a strong US response to Aum members and other terrorist groups, it will upset Japanese officials, and serve to confirm notions of conspiracy within the group. Secondly it would violate the sovereignty of Japan, while undermining the perceived effectiveness of the Japanese National Police.
